Breaks non-bootstrapped archives in multiple-archive config

Plugin::Screen::Login::BootstrapLogin is enabled on each repository - but the phrases are not defined, and the default login route is also defined- so you get two login tabs.

Plugin::Screen::Login::BootstrapLogin should be enabled only for archives that this package is enabled for.

NB Discovered in 3.3.10.
Seems a bit not-quite-right to me, and may be caused by some deeper EPrints stuff.
My understanding is that a plugin in ~/lib/plugins/EPrints/Plugin/... has to be explicitly enabled to work.
Plugin::Screen::Login::BootstrapLogin isn't explicitly enabled anywhere, but it is aliased to the normal login.

One resolution would be to not alias the normal plugin, but make it not-visible, and make the bootstrap route (effectively a second login route) visible..?
