Add wifi auto reconnect if wifi router stopped / restarted

Feature description

with esp OTBR devkit if wifi is lost it never retry to reconnect , once reconnected it should works as expected ( service continuity) , if possible add wifi failover ( use 2ndary credentials ???)

Use cases

just try to power off and on your wifi router then device doesn't not reconnect by itself

surely this kind of issue should be managed whatever the platform we use as otbr ?
