Some how I included the wrong almanac variable names for $almanac.moon.next_rising.raw and $almanac.moon.next_setting.raw no idea why the wrong names were working.

Fixed the install script so it tries multiple locations to create a cache directory.

Previously if SQLITE_ROOT wasn't set or it was set to an invalid directory inigo.py would cause weeWX to fail to start.
