When multiple commits are squashed to one commit, a new commit message is constructed which doesn't align with conventional commit messages. Because of that, the release please plugin cannot parse such a message and can't detect changes to the library project.
One solution is to merge PRs that contain library changes without squashing. But it's better to find some other solution.
