Yeah, I'm not too happy about it too, but it's a complicated issue with no easy solution, at least I couldn't think of a better way to design this.

Please describe what would you change to make it more clear.

UPDATE:
I should also mentioned, all Microsoft Edge users had their cloud synchronization disabled by the last week update - by accident.
I'm very sorry about that, it was mistake on my part due to complicated behavior of the Vue framework I use.

Affected users can click either option, since their dials data were synchronized with the server up until few days ago.

Thank you for responding, and so constructively.  I suspected concerned good thinking from the high quality of the program... so good. No, that is not the message, but please tell me how to get there since I need to turn off the cloud feature having written over the client extension guessing wrong at a prompt. Fortunately I had just backed up and could restore. The popup in question came up soon after I first activated cloud and then kept asking when I clicked category tabs at the top me if I wanted to replace cloud or client.  It's gone now and I don't have more... sorry I didn't take a screen shot. Thanks and best... *Phasing out T3 eventually, working for now. The other you see from me will replace this.*

I see, it's a different popup that is shown when there is a synchronization conflict - for example when you login to a different account than you used before.
In that case it will ask you whether you want to replace the server data with your local data, or vice-versa replace your local data with the backup data from the cloud. This popup will indeed be displayed over and over because it's blocking further synchronization.

Note that there are local backups so all recent changes can be reverted from the History / backups option in the main menu:
