fix: remove Chinese tags and convert spaces to hyphens

Response to review: tags must be lowercase English with hyphens only.
No Chinese characters, no spaces.
Schema rule (PR MLT-OSS#175/MLT-OSS#176/MLT-OSS#178 lineage).
