Map Handling

Currently, we handle map loading separately (as it is only published once/can be loaded from disk directly)

This could be outsourced to a separate folder, where edge cases can be handled.

In addition, "/map" needs to be marked as "one_time" in config.yaml. Instead we could define it as "one_time" when loaded from disc/service call.
