SCOPE and AKTA must consume the same contracts wheel version and hash for AS-04+ validators. Mismatched pins fail closed at interop.
Additive AS fields (freeze, independence, review_mode, grant bindings, runtime
evidence, outcomes, quality v3) are documented in docs/migration_*.md. Removals
or type changes of frozen fields require a major SCOPE bump and a new ADR.
