Subject: [PATCH] ci: add build and test workflow for Rust CI

- Add CI workflow for building and testing Rust projects
- Configure workflow to run on push to main/master and pull requests
- Implement caching for cargo registry and build artifacts
- Use stable Rust toolchain for consistent builds
