Create a driver based method to store run migrations.

Should include the ability to use more than one driver at the same time?

I don't think there should be the ability to use 2 drivers at the same time. Makes no sense, a migration doesn't care where the result is being stored. It should be up to the dev to decide which one to use.

Was just a random thought I had whilst writing out the issue, and you are right, it does not make much sense.
