feat(retro): post evidence comments on related issues #60

Problem

When the retro agent finds evidence corroborating an existing open issue, that evidence currently goes into the summary field (posted as a comment on the originating PR). The evidence is useful to the issue owner, but it's buried in an unrelated PR thread — not on the issue itself where it would inform prioritization and implementation.

Proposed change

After the retro agent identifies evidence supporting an existing issue, it should post a comment on that issue with the specific evidence found. This gives issue owners a growing body of supporting data points directly on the issue.

The comment should include:

  • What PR/workflow the retro analyzed
  • What specific evidence was found (concrete data points, not just "more evidence")
  • Link back to the originating PR for full context

Validation criteria

After the next 10 retro runs that find evidence for existing issues, each referenced issue should have a comment from the retro agent with the specific evidence. No "Evidence for" issues should be filed.
