Refactor: Use inheritance and prune unecessary functions

Investigate and prune unecessary functions that should be inherited from the base class instead of the modin-gpu specific classes.

It seems that we are using exactly the same parser to read from csv as pandas_on_ray. So what if we create a child parser that overrides the main parse method to get whatever is return by the pandas parser and transfer to GPU
