timeDelay.m provides wrong results
when PH = 30 minutes (i.e., 6 steps) and dataHat is the ZOH prediction, the delay between target and zoh prediction equals to 30 minutes. Instead, timeDelay outputs 20 minutes.

I attached a zip file containing data and dataHat to test the function
