Set up a vanity URL for our Go module import path

Objective

To ensure we can reverse the decision if we choose to use a monorepo approach for SDKs, we need to set up a vanity URL for our Go module so there will not be breaking changes if we need to move the location.

Work to get this setup under openssf.org/go/gemara
