Check inactive regions not working as expected

@xuming I see "Checking inactive regions" is being written in the logs but I don't see the dimmed text in VSCode. Are there anymore steps that need to be taken like updated the VSCode extension or a syntax definition?

Yes, vscode extension must process the InactiveRegionNotification.

ok so we need to update the clients too. We're going to merge the client repos in to the main one here very soon so we can make an issue then.
