genesis man fails of safe target is unavailable

When trying to access the docs for a kit, if the safe targets are not yet setup, genesis quits before showing the manual page

user$ genesis man aws-uswest2-ops.yml
[updating genesis runtime]
[ERROR] Safe target for https://vault.example.com not found.  Please run

  safe target <name> "https://vault.example.com" -k

then authenticate against it using the correct auth method before
re-attempting this command.
user$

Expected result:
genesis shows the man page regardless of vault being setup yet
