HRCA proposes a general layered control architecture for embodied robots
in which a Harm-Reflex Constraint Layer has constitutional priority over
a Neuromodulated Motor-Primitive Layer, which in turn has priority over an
RL / AI Strategy Layer. The three layers are instantiated as a
morphology-specific artificial nervous body; humanoids are the most complex
special case, not the canonical case. HRCA is a framework-level
systematization, not a component-level invention.
