issues with ntmu in windows 7

hi, i came across issues with ntmu in windows 7. ik windows 7 isnt supported as of 2020 (including esu which is 2023, but it ends support as a whole next year, for premium assistance)

to reproduce this issue:

1. run ntmu
2. load a pack and a error appears:
   Path 'packname' points to a directory, not a file.

and using vxkex could disappear this error:

1. run ntmu
2. load a pack (it does successfully)
3. apply the pack
4. it applies registry successfully but resource editing doesnt work as the app crashes itself

to add this: it can replace files successfully along with editing registry, but resource editing doesnt work after all. could be solved soon

On the bright side, it works fully fine on Windows 8 and 8.1, it doesn't say "Path 'packname' points to a directory, not a file.", and resource editing works there too.
