Update to @sentry/cli v3

• Update package.json: @sentry/cli from ^2.4 to ^3.0
• Update action.yml: npm install command to use v3
• Update lock files
• Check src/cli.ts for import patterns
• Identify type changes needed
• Remove CLI commands/options we might be using
