Make a release in a Sentry instance when deploying a release

We currently are informing our Sentry self-hosted dogfood instance of new releases in the prepare step of our release pipeline.

We would ideally like to notify our Sentry instance of a release after we approve it in the publish repo.

Thinking is we could make a new publish target for Sentry release tagging.
