Enables Sigstore signing (images, charts, Go binaries), SLSA provenance, and SPDX SBOM by default. v8.2.2 ships the app-build-suite image fix for the missing cosign binary on top of the sync-china-registry POSIX-shell fix from v8.2.1. Co-authored-by: Cursor <cursoragent@cursor.com>
