Nix-ify Github Actions

I would like to get the github actions defined in this repo to use nix as much as possible.

I'd like to get away from using the ubuntu image in many of the actions and use the nix package manager as much as possible.

Any additional suggestions or ways of adding nix into the development stream would be greatly appreciated.
