macOS backup causes ALL cloud storage files to be downloaded

I have this folder excluded (which I added using the web GUI to make sure it's correct):

-Library/CloudStorage/*
```

But when I try to back up, my hard drive gets filled up as it downloads everything from cloud storage (Google Drive):
