Map style for unfulfilled people

In first time-step, add unfulfilled people

    Grey locations on map?
    Grey numbers in the charts?

Currently the Explorer does not display non-electrified clusters in the first time-step, a behavior defined earlier in the project. Unfortunately, the requested change is not trivial and should remain for a future cycle of development.

I would like to bump this again as having the non-electrified settlements disappear is an odd visual interpretation
