Summarizing Results from Global Electrification Platform

The results of the global electrification platform are three principal datasets:

1. Clusters describing the geospatial extent of the settlements (primary analysis unit)
2. Scenario results for each scenario; these are csv files that join to the shapes in #1
3. Summary results - country-level summaries of scenarios in #2
