Document what this repo does

The README doesn't explain how the folks.yml file is used. It's hard to tell if this is deprecated, if contractors should be added, etc.

@serhalp 👋 Make sure if this document ever exists you write down that we one should remove past employees keys. You probably don't need mine anymore :). I guess I can submit a PR removing myself for you.

i'm curious about this too. just noticed the repo is public in my feed which i'm assuming is for a usage reason?

@serhalp I believe the only remaining usage of this repo is to populate authorized_keys file on our ranch jump hosts ... which is only needed for folks that have access to a ranch token, which I think is only FTEs or "tenured contractors."
