No. It is still being developed; but slower than it used to.

It be nice to have IPFS supported, to be able to utilize "Anna's Archive" with IPFS.

Nevertheless, technologies such as Gnutella, which IPFS is similar to, are polylithic, unlike IPFS, and are much more usable than IPFS.

I have wrote a critique article about BitTorrent and IPFS for their monolithic design, which is bad.

I would advise to priorities Gnutella #43 and (maybe also) Metalink #44; which, together, surpasses BitTorrent and IPFS combined.
