DOCS: Create Boilerplate for .NET Core + React

What we want:

We want to have a boilerplate for .NET Core + React so that developers out there can just git clone the repositories.

Acceptance Criteria:

• Basic Landing Page with MYDS as the base component
• Basic .NET Core API Controller in C# & Typescript
• Mobile Responsive
• Google Lighthouse report show get 100% compability / accessibility
• Basic Pages like Landing, Login Pages, and Dashboard
• Documentation on how to use the Boilerplate
