Add authentication and rate limiting

Authentication with a possibility to quickly blacklist users.

Rate limiting of some sort to avoid exporting and dumping objects in OSM.

• 1. limit export to X amount of objects
• 2. limit exports by zoom depth
• 3. make it possible to select individual objects so users aren't bound to exporting all in their view, often people working on heritage objects only want the object and surrounding buildings and not the whole street.

It will be loose authentication. I will limit what an unauthenticated user can export. authenticated can export more (often)

It appears 1) may already be in place (unintended) due to limits on URL length. That may render 2) obsolete. For 3) a baseline is implemented as-is ('drawing a box') but the actual selection mechanism isn't functional yet.

1. I agree but it's not controllable, and the size of the object is not relevant. I rather take a more calculated approach, but I also want to support larger exports (for the more experienced). I often exported huge area, but not for merging purpose
2. is actually implemented already imho.
3. I want the box and the cumulative object SELECT, it's not hard to do in Openlayers. needs elbowgrease.

1. a count already has been implemented, but it's on the (not shown) crab layer , I need to migrate this to the vector layer.
