Enable construction of additional noisy gates to emulate network noise

Quantum networks introduce additional noise into DQC which affects the fidelity of the final computations much more strongly than the noise coming from the individual devices. See: https://arxiv.org/abs/2407.10769
It would be useful that when HDHs->qiskit commands (or other compatible SDK with gates that have artificially inflated noise) - as per #3 - we could choose how much noise we want the communication primitive sub circuits #2 to inject.
