Handling of Defaults Files / RF Spoiling Correction

config/hmri_defaults and config/local/hmri_local_defaults are identical except RF spoiling correction being enabled once a protocol is defined (not entirely clear why, but perhaps legacy of broken toolbox). It may also have been because the same TR and flip angle settings could correspond to many protocols => user beware.

Options:

1. have config/local/hmri_local_defaults match config/hmri_defaults and provide an example for RF spoiling correction.
2. change how spoiling correction parameters are read, e.g. by reading file output from imperfect spoiling calculation module - benefit of better linking to protocol if defined separately.
