Create React frontend that uses SSO

Overview

We need an example React client that can integrate with the PD backend using SSO, so that frontend projects using React can reference it to get started.

Details

• This is needed to test PR Bugfix/484/enable single sign on for react app through people depot #485

Action Items

• Create the initial commit for the React frontend client
• Add enough documentation for someone to run the client
