Fix mypy errors and add type-checking to CI

Currently running mypy on the subwiz package reports 18 errors.

[ ] Run mypy locally.
[ ] Fix the reported errors.
[ ] Create a new github action to run mypy on PRs and fail if errors exist: https://github.com/marketplace/actions/mypy-action
