Describe the issue you are experiencing
On some reboots of HAOS (18.2) the Matter Server app crashes, does not recover by itself or the watchdog and connot be restarted in the UI (stays in starting state).
To restart the app an action call hassio.app_restart is needed.
System is an HA Yellow with a CM5.
