After an upgrade of the OTBR version 3.1.1 to 3.1.2 the OTBR app/add-on isn't working #4810

Describe the issue you are experiencing

After upgrades the OTBR app/add-on isn't working. I can't connect to my two eve energy smart plugs that support matter / thread. They were working prior where I could control them on/off and get energy readings from them.

Upgrades yesterday were: matter server 9.1.1 to 9.2.0 and OTBR 3.1.1 to 3.1.2. I don't recall any other updates the same day it broke.

I've tried resolving the issue on my own by 1) rebooting the system 2) re-starting OTBR + matter 3) re-starting just OTBR. Changing the web interface port from 8123 to 80 so I can match the future plans with the project. Nothing is really working and I may be getting different logs depending on which reboot was last. I haven't been careful to track the order of everything I tried.

Here is the error I see now when I navigate to settings > devices & services > OTBR

When I click the log option from the above view it shows one entry that it labeled a warning:
Failed to communicate with OTBR@http://core-openthread-border-router:8081: Cannot connect to host core-openthread-border-router:8081 ssl:default [Connect call failed ('172.30.32.1', 8081)]

If I view the log from settings > apps > OTBR > log tab I see more output but I don't trust it is current because the date it shows is two days ago. Maybe it's a comprehension issue on my side? I have attached a file with the last 1000 lines and I've added the last 10
