Describe the issue you are experiencing
I had to bebuild my Home Assistant installation on my Raspberry Pi 5. There is no issue getting HAOS installed and running. When I connect to it the first time, I select the restore from the Cloud option and authenticate via my nabu casa account. I select all of the categories and tell it start. It quickly stops with this error: 'BackupManager.do_restore_partial' blocked from execution, system is not healthy - duplicate_os_installation. I have tried reinstalling 6 times, and get this error every time. What is causing this error and how do I resolve it?

Steps to reproduce the issue
- Reformated the SD card
- Installed HA via Raspberry Pi Imager
- After bootup, I informed the installer to restore from my cloud account
- Authenticated

- I have tried this process numerous times with different SD cards as well as disconecting all attachments
Anything in the Supervisor logs that might be useful for us?
