Update Sample v0 description for sample_id

In ingest-validation-tools/docs/sample/v0.yaml the following description can be found:

• name: sample_id
  description: (No description for this field was supplied.)

I recommend replacing that description with the one used in the newer sample specs (e.g., : ingest-validation-tools/docs/sample-section/v1.yaml).

• name: sample_id
  description: The unique Submission ID for the sample assigned by the ingest portal.
  An example value might be "VAN0010-LK-152-162".

This would require editing the appropriate YAML file in the /src/ directory.
