Missing `metadata` in two datasets

The following datasets have missing the metadata fields in the metadata TSV files.

• Issue. Missing child metadata in ingest_metadata.
• Solution. Ingest the two metadata files in these two datasets. The metadata files are present.

@icaoberg My understanding is that data ingest is not currently working as of today 1/20/23, based on the ones I tried to run this morning, so I'm assuming we would need to have that functional before we can resolve this issue. I'm not sure what the steps are to update a dataset with a "Published" status, if anyone can share their advice I would be happy to assist with this.

@j-uranic from my understanding this is similar as #3 . I think once we re-process the dataset the fields in both tickets will be completed.
