Subject: [PATCH] fix(pages): raise the job timeout above the measured cold
 build

Measured on the estate's first successful cold build of casket-ssg: ~28 minutes
(GHCup + cabal). The publisher's `timeout-minutes: 15` cancelled the job mid-build,
so the cache was never saved and every retry paid the same cost and died the same way.

Now 45 minutes — above the measured cold time with headroom. 124 of the 243
publishers in the estate carry a 15-minute bound.
