I am working with both the Anderson Promoters and the RBS collection packages.
I realized it is not possible to fork the two repositories at the same time. The reason is because both repositories are themselves forks of the iGEM Package Template, so when you try to fork a second package repository, GitHub identifies this second one and the first forked one as the same repository, and it won't do the fork.
This is an issue as some people may want to work with several packages at a time.
One quick fix could be to create the repositories from scratch and just copy/paste the files, instead of building them from the forked template.
