Always use cmd when install on Windows

Describe the bug
This plugin use cmd when install but use ${args} so get error and install fail

To Reproduce
Steps to reproduce the behavior:

1. Install extra from LazyVim
   2.Go to nvim
   3.See error

Expected behavior
Want it to install successfully.
