how to auto-generate toml ?

I want to add new isa support. but toml/RISCV*.toml is auto-generated.

I created a script to do this, here: https://github.com/FRoith/tomlgen, it requires LLVM, and uses the official riscv-opcodes repo to create the representations, so it will only work for RISC-V extensions, and sometimes needs manual checking of the generated files (since sometimes LLVM-Objdump cannot be used to perfectly reconstruct the representation).

If you want to support a different ISA, I would recommend reading https://github.com/ics-jku/instruction-decoder/wiki/Creating-a-valid-TOML-file and either creating your own tool to generate a file from information you feed it, or doing it manually (if it's not too complicated)
