References section empty in pdf output

**Describe the bug**
A stated in the title the "References" section has no content in the generated pdf output. However, there is section "Bibliography" added to the end of the document. This is in turn not visible in the online HTML. 

**Expected behavior**
HTML and pdf output should have the same sections.
