Historical Context Retrieval

I've started thinking recently that it may be beneficial to provide a tool or skill to help prime the context of a new feature or bug fix based on previous issues and the implementation context.

My idea is that it would search the issue management provider looking for all the tickets with some "iloom" label with keywords relating to the new feature and sourced from the general code change locations. Then it would summarize the state of the feature listing files referenced in past issues and pulling from the architectural record, etc.
