Using version 0.39 in the philippines intance found issues with export/import questionnaires

Steps to reproduce

• Go to project>questionnaires
• Open a questionnaire (containing skip steps and specific values, like # for SMS)
• Export the quesyionnaire
• Import the questionnaire into a new one

The skip step values will be missing
