Flaky benchmarks build issue 

I noticed there's an issue with our benchmark build that happen from time to time:
```
make[2]: *** No rule to make target 'omniscidb/ThirdParty/googlebenchmark/src/libbenchmark.so.0.3.1.517', needed by 'omniscidb/Benchmarks/taxi/taxi_reduced'.  Stop.
```
Not exactly sure how it happens, but it seems we have a problem with the dependencies graph.
