Windows "The process cannot access the file 'file path' because it is being used by another process"

Check Windows to see if this can be replicated and fix

When running Eventchain and trying to listen to chain.txt from another process, it errors out with a "The process cannot access the file 'file path' because it is being used by another process" message.

Also when this happens, the chain.txt file doesn't update in the windows explorer folder unless you click into it.
