Modules in "test" Scope Not Installed Automatically in v0.10.5

I recently noticed that in version 0.10.5, modules with "test" scope are not installed automatically. (I am setting up a development instance)
For example:

<ModuleReference Scope="test">
  	<Name>HSTools.UnitTest.Utils</Name>
  	<Version>^2.0.0</Version>
</ModuleReference>

As a temporary workaround, manually installing these modules works as expected.

I wanted to bring this up to check if this behavior might be a bug/misconfiguration. Thanks for looking into this!
