Bad character decoding in ASN data

Hello,

I've noticed some missing characters in the asn.csv, for example:
265033,TECNOTEC-TELECOMUNICAES-INFORMTICA,"Tecnotec Telecomunicaes e Informtica Ltda"

It turns out that this is due to a faulty decoding of the raw data, as seen in this whois extract:

aut-num:     AS268378
abuse-c:     TITWE2
owner:       Tecnotec Telecomunica��es e Inform�tica Ltda
ownerid:     05.336.895/0001-53
responsible: <redacted>
country:     BR

Unfortunately as the characters are missing in the export I can't fix the encoding in my app. Any chance this could be looked at? :)
