Request to add rule validating complex conjugate existence in P/Z stage #162

We have discovered at our lab that we have received metadata with a pair of poles whose complex values are nearly, but not exactly, complex conjugates. A specific example is a pair of complex pole values looking like [(-0.0372261-0.0370686j), (-0.0372261+0.0370856j)]. The tools we use generally expect such a pair of poles to differ only by sign, so the decimal values for the imaginary component should agree to all printed decimal places. We would like to have this added to the validator so that we have an easy way to be alerted of a potential issue like this.

If this is viewed as a reasonable feature to include, I would be happy to help write code to support it, with the caveat that I will be away from work for the two weeks following this current one.
